Ethical leadership failure occur when leader pay no heed to the fact that their behavior is will within the scope of a requirement that applies to the rest of us.it include individual causes and organisation causes, there some leader are selfishness in the place of development example lack of positive role models in private sector are the leader need to find different way to expand our business does not sharing the ideas to get the more customers, increase the source of income that are different of some other organisation and public sector their structure and method are not different so it cause the organization can fail and leader have no any other ideas be cause we using the only system every day that are not a positive way to develop and leader he/she believes in what we doing.
In 21th century in the organization the leader we failed because of infrastructure that are used are local and people doesn’t enough experience of business because of system and people who are control in organization example last the communication Are so rare in to get information and leader use the way to get the information so to failed in leadership to control the organization it cause a many things that can contribute with other can correct the place that we loose and believe everything that occur infront are challenge and finding the way to solve.

    @aleck
From what preacher said I can relate to value based leadership as follow
First past is a past a leader can not fix the past situation but we can learning from our past mistake to building our future, value based leadership help in building future .Values are the underlying beliefs that guide our decisions and actions and ultimately shape our days and careers.Leadership values are a subset of those values that positively influence one’s ability to lead effectively or be a ‘good leader.Because your values determine how you execute leadership, the team environment you create, and the success of your company. The values you display as a leader will permeate your entire organization and affect its performance.Learders who adhere to their values earn respect and commitment from their teams. Value-driven leadership can inspire others not just to follow them but to adopt those values as their own. By embracing the notion that you can develop leadership qualities, you can also choose leadership values to develop. This is possible both through leadership training and mindful attention and practice.

Also there some reasons why leaders failing to live an expected values that are
    1. They chase the wrong
This includes the values, principles, and culture that everyone in the team or company must embody. Clearly defining such elements helps make sound decisions, such as how the products/services are offered, how workers are hired and trained, and how customers are engaged and taken care of.
Leaders start to fail when they get too focused on the achievements and the numbers. Without the culture and the values to direct them, leaders (along with the team) follow misguided and misconceived goals which can quickly lead them to their downfall.
2.They ignore the need to build relationships
What a lot of leaders miss is that aside from improving the team’s performance and meeting targets and goals, leadership is most importantly all about fostering relationships founded on trust within the group.
Leaders who ignore the value of building a good relationship with their team pay a high price, usually in the form of uncoordinated members, an unattractive company culture, and an unfruitful collaboration.
    3.Insufficient Moral Development
As we grow up and mature emotionally, we go through several stages of moral development, from the simplest (be good: avoid punishment) to the most complex (understanding universal ethical principles). Sometimes people get stuck at an early stage of moral development, perhaps asking every situation, “What’s in this for me?” In such cases, it is the person who has the leadership role who benefits, to the detriment of the people he or she leads.

    Dear @aleck,@Godfrey
Leaders fail not because they’re bad people, or because they lack the personality traits that make for good leadership. They fail because they have a philosophy of leadership that sets them up to fail. If you understand your philosophy of leadership and make changes where they are needed, you will improve your leadership performance. There’s always something breath-taking about leadership failure. We tend to invest so much expectation into our leaders, and we genuinely want to see them succeed in most cases. But sometimes the person we thought was above reproach turns out not to be. Understanding the reasons behind leadership failure can help us know what to look for in a leader and what to avoid. But bear in mind that people change, situations change, and leadership requirements change, and it can be difficult to predict these situations.

    The emergence
of the twenty-first century was plagued with extensive, evasive and disheartening ethical
leadership failures. Neither the public nor private sectors was immune as many leaders were
exposed for immoral or unethical behaviors. Financial greed and corruption, corporate
meltdowns, and spiraling unethical practices were revealed as financial scandals surfaced at
prominent companies such as Richmond Development Company LLC ,was
awarded the tender for emergency power supply,
despite having its initial proposal rejected by
    Tanzania Electric Supply Company Limited
(TANESCO) (Cooksey 2017).also there One of the most salient scandals includes the 2012
case involving Stanbic Bank (subsidiary of Standard Bank ) and the Tanzanian government (Andreoni 2017) in which the government borrowed US$600 Million as a part of its sovereign debt for development projects at the fee of 1.4 per cent. It was later discovered that the fee had been raised from 1.4 to 2.4 per cent, and the difference in was directly transferred to a local company called EGMA whose chairman, Harry Kitily was Tanzania Revenue Authority’s (TRA) commissioner
general at the time of the deal (Andreoni 2017).Within 10 days of the amount (US$6 million) being transferred, the account had been almost entirely emptied after four cash withdrawals of between
US$1.17m and US$1.45m (Bowers 2015). Due to this leadership and management theorists began to place a renewed emphasis on the importance of ethics and morality in exemplary leaders.

@aleck Mistakes can be made by anyone. In what we have learned so far leadership means self realization of ones ability to influence other. So a leader can be trusted to lead after a failure but the impact of his/ her failure may prevent him/ her to administrate a public or private office. The main reason for that maybe be due to legal process resulting from failure while in the office, but as a high impact leader, he/ she can influence other people to change or accomplish things after he/ she has been removed from the office. For example a student may fail as school prefect but can lead other students to accomplish academical tasks such as school group projects.

@Godfrey so you mean, a leader may have made some mistakes in the past but can rectify them today and set new and good future? If so, can such a leader be entrusted again to lead? Specifically, can you entrust a leader who violated his/her leadership values in the past and put him/her again in power to lead you again?

From what the preacher said I can relate to value based leadership as follows.
A leader can not control the past, so it is impossible to fix the mistakes from the past but planning for the future is possible. Value Based Leaders can plan their future by setting ethical values which will guide them and their organizations towards reaching their goals.

@aleckgisuka, leaders failing to live according to expected value may be caused by the following
    1. Centralized decision making which puts so much power and authority to few people. This has led many leaders to abuse power and not abide to values guiding them.
    2. Lack of rule of law. This has most influence in failure of ethical leadership as some leaders can commit crimes without having to worry about consequences.
    3. Lack of exemplary ethical leadership. If the management in either public or private sector is not abiding to ethics, then employees will not abide to ethics because subordinate are influenced by leader whether in good or bad deeds.
