From the last session, i agree with my colleagues that planning and design is the most important part. Having a good strategic plan means even the implementation and monitoring will be based on the plan.
I woulda say planning and designing. this is because in planning stage is where you visualize implementation process, how is it going to be done and hence it will help you to identify resources needed and reallocation of resources accordingly to implementation plan. In planning you answer questions like when to do what, how and for whom. it is also important stage as it the stage which helps to forecast the budget as you will be able to identify resources needed and be able to cost them.
